JOB PURPOSE

• To inspect activities undertaken by statutory undertakers on the public highway ensuring compliance with relevant legislation such as Traffic Management Act 2004, New Roads and Street Works Act 1991, and Highways Act 1980.
• In particular the post holder will be responsible for ensuring that activities are carried out in such a way that meets the requirements of the Thurrock Permit Scheme, and that adequate and proper communication takes place through the provision of signage on all sites.
• To contribute to the management of Thurrock Highways asset and traffic management as part of an integrated highways team.
• To provide technical leadership in delivery of Street Works/Network Management functions as directed by the Network Manager.

KEY SERVICE RELATED ACCOUNTABILITIES

• To carry out inspections of all streets and footways during and/or following works, monitoring compliance with specifications and codes of practice for signing and guarding, safety, and standard of reinstatement. This includes recording of utility works defects and ensuring remedial work is carried out in a timely and satisfactory manner reporting non-compliance to the Street Works Manager.
• To collect evidence in respect of offences committed under the Traffic Management Act 2004, NRSWA, Highways Act 1980 and Health and Safety at Work legislation, preparing statements and reporting offences to the Street Works Manager to facilitate the issue of Fixed Penalty Notices (FPNs).
• To ensure that works undertaken by statutory undertakers meet the requirements of Thurrock Permit Scheme and provide advice to statutory undertakers, reporting non-compliance to the Street Works Manager.
• To inspect, track and manage the quality of utility reinstatements following completion taking into account statutory inspection requirements, coring outcomes and reactive maintenance to ensure that defects are rectified properly and within specified times-scales.
• Undertake inspections relating to S50 road openings, with any non-compliance being escalated and reported to Network Manager.
• To use the Thurrock street works permit scheme database to accept, reject and apply conditions to permit applications from utility companies and Thurrock BC contractors ensuring compliance with the requirements of the Traffic Management Act and other associated legislation.

1. Skills and Abilities – Essential

· Good general standard of literacy and numeracy skills.

· Good I.T skills encompassing the willingness and ability to use a remote data capture device and inspection recording device.

· Willing to work flexible hours and be a flexible team member within a structured organisation.

· Possess a clean and Full driving licence.

· Have the ability to travel within the borough and /or have a vehicle for use in conjunction with the post.

1. Skills and Abilities – Desirable

· Conversant with Microsoft Applications such as Word, Excel, Outlook.

2. Special Knowledge – Essential

· NRSWA accreditation Supervisor Certificate

· Appropriate knowledge of Health and Safety Legislation including Construction, Design and Management Regulations and Chapter 8 of the Traffic Signs Manual.

· In depth knowledge of the New Roads & Street Works Act (NRSWA)

· In depth knowledge of the Traffic Management Act (TMA)

· Thorough understanding of the Safety at Street Works & Road Works code of practice.

· At least 2 years experience in Street Works inspections for utility/contractor or Highway Authority.

· Intensive knowledge of Street Works non-compliances and permit conditionswith the ability to issue Fixed Penalty Notices (FPN’s) in relation to field based failures.

· Must have sufficient knowledge to be able to authorise multi way traffic management proposals submitted by road users.

· Must be confident to attend site meetings in regards to TM proposals and defective reinstatements.
