Seven Resourcing are recruiting an experienced Programme Director to lead a major Transport for City Regions (TCR) programme based in Liverpool. This is a high-profile interim leadership role focused on delivering large-scale transport transformation, improving regional connectivity, and driving forward strategic infrastructure priorities.
Role Overview
As Programme Director, you will take responsibility for the overall leadership, coordination, and delivery of a complex transport transformation programme. You will work across multiple senior stakeholders and delivery partners to ensure successful implementation of key transport initiatives that support long-term regional growth and economic development.
This role requires a strong track record in leading major infrastructure or transport programmes, with the ability to operate confidently in a politically sensitive and high-pressure environment.
Key Responsibilities
- Lead the end-to-end delivery of the Transport for City Regions (TCR) programme
- Provide strategic direction, governance, and oversight across all programme workstreams
- Manage programme risks, dependencies, budgets, and performance reporting
- Coordinate multiple stakeholders across transport, infrastructure, and delivery partners
- Ensure alignment with wider regional transport and economic strategies
- Present updates, insights, and recommendations to senior leadership forums
- Oversee programme planning, milestones, and delivery assurance
- Lead and support multidisciplinary teams and external consultants
- Maintain robust governance, compliance, and assurance frameworks
- Drive continuous improvement and successful programme outcomes
Candidate Requirements
- Proven experience at senior Programme Director or equivalent level
- Strong background delivering large-scale transport, infrastructure, or transformation programmes
- Excellent stakeholder management skills across complex environments
- Experience managing multi-million-pound programmes and delivery frameworks
- Strong leadership, communication, and decision-making ability
- Ability to operate effectively in fast-paced, high-profile environments
- Experience working with senior stakeholders and multi-agency partnerships
- Understanding of transport systems, infrastructure planning, or city-region development
