Resource Planning & Capability Lead - #2152144

Central Government | Contract Opportunity | Inside IR35 | Hybrid working in Liverpool

We are working with a central government organisation seeking an experienced Resource Planning & Capability Lead to support the development and implementation of resource management practices across a large, complex delivery environment.This is a hands-on role requiring someone who can not only design and improve resource planning processes but also build the tools, enable adoption, and coach stakeholders on best practice.
The RoleYou will take ownership of establishing and enhancing resource management capabilities, ensuring leaders have visibility of resource demand, capacity, and allocation across programmes and projects.Working closely with delivery, PMO, and senior stakeholders, you will develop practical resource planning solutions and embed consistent ways of working across the organisation.
Key Responsibilities

• Design, build and maintain resource management tooling using Azure DevOps (ADO) and Microsoft Planner
• Develop resource planning processes, governance and reporting capabilities
• Provide visibility of resource demand, capacity and utilisation across programmes and portfolios
• Train and coach project teams, PMOs and managers on resource planning tools and best practice
• Support forecasting, workforce planning and prioritisation activities
• Produce management information and reporting to support strategic decision-making
• Drive adoption of resource management disciplines across multiple teams and stakeholders
• Work with senior leaders to improve resource allocation and delivery outcomes

Essential Experience

• Proven experience in a Resource Planner, Resource Manager, PMO Planning Manager or Portfolio Planning role
• Practical experience building and administering resource management solutions using Azure DevOps (ADO) and/or Microsoft Planner
• Strong understanding of resource forecasting, capacity planning and allocation processes
• Experience creating dashboards, reporting and management information
• Ability to train, coach and support users in adopting new tools and processes
• Strong stakeholder engagement and communication skills
• Previous experience working within Central Government environments

Desirable Experience

• Experience working within large-scale transformation or digital delivery programmes
• Knowledge of Portfolio, Programme and Project Management Office (P3O) environments
• Familiarity with Agile delivery methodologies
• Experience working across multiple delivery teams and technical functions
